Over ₦13billion Federal projects in Edo, Adamawa States assigned to unrelated Agencies – group calls for probe

For instance, ERGP20260477 provides ₦500 million for the rehabilitation of roads in Udomi, Esan Central and other locations in Edo Central under the National Institute for Culture Orientation.

A civic accountability organisation, Monitng, has raised concerns over the allocation of about ₦13billion worth of federal projects in Adamawa and Edo states to government agencies whose statutory mandates do not appear to match the projects assigned to them.

The organisation said the projects, contained in the 2025 Federal Capital Project schedule under the Economic Recovery and Growth Plan (ERGP), include road construction and rehabilitation, police stations, drainages, solar mini-grids, healthcare centres, ICT centres, school infrastructure, cash grants, palaces and mini stadiums.

The founder of Monitng, Ilevbaoje Uadamen Imoukhuede, said the pattern raises questions about how the projects were selected, assigned and ultimately expected to be implemented.

“When a boundary commission is given roads, a productivity centre is given police stations, and a horticulture college outside the state is given a minigrid and cash grants, citizens have a right to ask who is actually responsible for delivery,” Imoukhuede said.

“Projects for roads, power, clinics and police stations in Edo State have again been parked in the 2025 ERGP under agencies outside their statutes. A culture institute is listed for road rehabilitation, farm implements and solar street lights. A veterinary research institute is listed for a palace, boreholes, vehicles for traditional rulers, a medical outreach and a police station. An oceanography institute is listed for primary health centres. A cooperative college is listed for a township road. That is not planning. It is how public money fails to reach the ground.”

In Adamawa, Monitng identified 10 projects worth about ₦6.4 billion that it said were assigned to agencies whose regular functions do not correspond with the projects.

Among them is ₦1 billion for the rehabilitation of selected roads in Adamawa Central, assigned to the National Boundary Commission.

Another ₦1 billion was allocated for the construction and furnishing of four police stations and quarters in Fufore/Song under the National Productivity Centre, while another ₦900 million was allocated for drainage projects in the same area under the centre.

Adamawa

A ₦600 million solar mini-grid project in Ganye and ₦400 million for POS and cash grants to youths and women in Mubi North, Mubi South and Maiha were listed under the Federal College of Horticulture, Dadin-Kowa, Gombe.

Similarly, ₦600 million was allocated for the expansion and equipping of ICT centres in Numan, Mayo Belwa and Ganye under the Nigeria Stored Products Research Institute, Ilorin.

The Border Communities Development Agency was listed for ₦500 million rural access roads to Gorobi and Tola in Mayo Belwa.

The National Productivity Centre was also listed for a ₦500 million wall fence at GDSS Fufore/Song and another ₦500 million for classroom blocks in Gombi/Hong.

Three mini stadiums in Adamawa, valued at ₦400 million, were assigned to the Nigerian Building and Road Research Institute.

Imoukhuede said the inclusion of the projects in the budget does not mean they have been delivered.

“₦6.4 billion is not a footnote. Adamawa people should be able to point to the site, the contractor and the work on the ground,” he said.

He urged residents of affected communities to verify the projects and demand information on their locations, contractors, releases and completion timelines.

The organisation raised similar concerns over projects in Edo State, where it identified several budget lines assigned to agencies outside their apparent areas of competence.

For instance, ERGP20260477 provides ₦500 million for the rehabilitation of roads in Udomi, Esan Central and other locations in Edo Central under the National Institute for Culture Orientation.

Another ₦200 million was allocated for farm implements across Esan West, Esan Central, Igueben, Esan North East and Esan South East under the same institute, while ₦300 million was provided for solar street lights in selected hospitals in Edo Central, also under the institute.

Monitng questioned the assignment of road, agricultural and power-related projects to a body primarily concerned with cultural orientation.

The organisation also identified five projects in Owan assigned to the National Veterinary Research Institute, Vom.

Edo

They include ₦300 million for the construction and equipping of the Palace of the Okumagbe of Iuleha; ₦500 million for boreholes; ₦500 million for vehicles for eight traditional rulers; ₦500 million for medical outreach and drugs; and ₦150 million for the renovation of Otuo Police Station and quarters.

Monitng said it was unclear why a veterinary research institute should be responsible for projects involving traditional institutions, human medical services, water infrastructure and police facilities.

Another ₦250 million for the construction of the Fugar–Ukoh road in Etsako Central was assigned to the Federal Co-operative College, Oji River.

The Nigerian Institute for Oceanography and Marine Research was also listed to implement ₦600 million worth of renovations at six primary healthcare centres in Owan.

According to Monitng, the assignments create concerns around procurement, technical supervision and accountability because agencies outside the relevant sectors may lack the statutory mandate or technical capacity to execute the projects.

“Road construction belongs with Works. Primary health care belongs with Health and the primary health care agency. Water belongs with Water Resources. Power belongs with Power or the Rural Electrification Agency. Police works belong with Police Affairs,” Imoukhuede said.

He called on lawmakers who nominated the projects to explain why the agencies were selected as implementing bodies.

He also urged the Budget Office to ensure that public funds are not released to agencies that cannot properly implement the projects, while the relevant ministries should identify who will design, supervise and certify the works.

Monitng said it would track the identified budget lines against actual projects on the ground in communities across Adamawa and Edo states.

The organisation urged residents to demand information on project locations, contractors, amounts released and expected completion dates.

“Nomination is not the same as completion. A line in the budget only matters if a community can find it,” Monitng said.
