On this day, June 25, 2026, Nigeria marks a significant progress in Nigeria’s financial landscape. It is precisely 22 years since former President Olusegun Obasanjo inked the Pension Reform Act of 2004 (PRA 2004), a piece of legislation that initiated the Contributory Pension Scheme (CPS) in Nigeria.

 

The PRA 2004 sought to rectify severe deficiencies in Nigeria’s pension industry and has since propelled the country to the forefront of pension reform in Africa, culminating in remarkable achievements and promising prospects for the future.

 

A Historical Context: Before the Reforms

 

Prior to 2004, Nigeria’s pension scenario was grim, characterized by a chronically underfunded Defined Benefits Scheme (DBS). The DBS relied heavily on government budgets, leading to billions denied to retired civil servants and an increasing backlog of unpaid pensions that severely impacted the lives of retirees. The absence of a structured, transparent, and sustainable system left many in financial despair, essentially forcing numerous retirees back into the labour market, adversely affecting their dignity and quality of life.

The dire need for reform became evident as the challenges associated with the DBS mounted. By the early 2000s, reports indicated that several states could no longer afford to pay pensions, with many pensioners losing their lives waiting for disbursements. This crisis called for urgent and decisive action.

The Birth of the Contributory Pension Scheme

 

With the signing of PRA 2004 on June 25, a new dawn emerged for the pension industry. The CPS introduced a paradigm shift by mandating contributions from both employees and their employers. Pension contribution was set at a minimum of 10% for employers and 8% for employees. This structural change transformed the hopeless scenario into one where pension savings became a personal responsibility linked to employment and income.

The CPS not only aimed to alleviate the pension burden on the government but also empowered workers to take charge of their retirement savings, with contributions accumulating over time, supported by investment returns. By fostering a culture of savings, the CPS began to instill financial literacy and independence among the Nigerian workforce.

 

Repeal and Reform: The Pension Reform Act 2014

 

 

However, as the CPS began to yield positive results, it became clear that further enhancements were necessary. In 2014, the PRA was repealed and replaced with PRA 2014, which built upon the original framework to address its limitations and introduce comprehensive reforms. These included:

 

Strengthened Regulatory Framework:

 

The National Pension Commission (PenCom) further strengthened its oversight and regulatory mechanisms, providing more transparency and protecting the interests of contributors.

Broadened Coverage:

 

One of the most significant changes was the extension of the CPS’s reach to include informal sector workers and those in micro-businesses, thereby increasing the number of Nigerians with access to pension schemes. This has led to the introduction of the Personal Pension Plan (PPP) for Nigerians working outside formal employments.

 

Advanced Portability:

 

Improved provisions allowed employees to seamlessly move with their pension contributions when changing jobs, ensuring their savings remain intact regardless of employment changes.

 

Investment Enhancement:

The reforms allowed for a more diversified investment portfolio for pension funds, enabling higher returns and long-term sustainability while balancing risk

Retirement Savings Account (RSA): The introduction of RSAs allowed contributors to track their personal contributions and investment
